About RulePulse

RulePulse helps the public, journalists, and organizations understand what people are really saying about proposed federal rules — without needing to read thousands of individual comments.

We use generative AI to classify sentiment, summarize public comments, and extract representative quotes. Currently, this includes OpenAI’s GPT-4o model, along with custom filters and human review. We’re also exploring other large language models to ensure accuracy, transparency, and cost-effectiveness as the project evolves.

This is an early-access prototype focused on transparency and accessibility. We’re actively improving how we identify recurring themes, interpret tone, and handle high-volume duplicate comments.
